HELP...PROGRAMMING PROBLEMS

I AM TRYING TO DESIGN A PROGRAM THAT USING A WEB CAMERA, CAN STORE A SINGLE FRAME ( LIKE A CAMERA) AND STORE THESE IMAGES IN A DATABASE. I AM HAVING PROBLEMS GETTING THE CAMERA TO DO THIS. I DO NOT REQUIRE ANY ADDITION FEATURES.
IF ANYBODY CAN HELP PLEASE REPLY AS I AM RUNNING OUT OF OPTIONS.

is it the camera or the image you are in hard of getting for? If its the image, get its database path and add the image title to show the image on your frame.
