Help oscillating Mobo!

I just recently bought a Soltec SL_75DRV5 and last night i put in the processor, memmory, and video card, So I hook everything up and hit the power, the fans come on for about 3 seconds then they start slowing down, then speeding up about every second like its loosing power then getting it again, All the leds on the motherboard and the case also blink. Can someone please tell me what i forgot to do or what im doing wrong. Does this sound like there is a problem with the motherboard or power supply, also no messages are sent to the monitor either So what does this mean? Im screwed? I really dont see what i could of done wrong Please help!
 
Your power supply is *probably* NOT an approved P/S for the AMD processor mainboard combo.

You need a HIGH Quality power supply to meet the needs of the AMD & AGP, etc.

I ONLY use AMD approved P/S's in my Hi-perf gaming & business computers, both the AMD's and Pentium 4's.

You can take this link and piece it back together in your browser, or write it in yourself, or you can go to AMD's website and hunt this down.

It is very important to use an AMD tested and approved P/S.
