Help needed with Generating Application number

I have no idea how to code this so if you can help at all it would be greatly appriciated. I hope my explination is clear.

Using: Access 2002

I have an application form that is the same for two different types of applications (information for both apps is stored in tblApplication). The standard filing format we use at our office is as follows: "VO04-01" VO standing for Variation Order, 04 indicating year is 2004, 01 is the file/application number. The other option for application is for Conditional Use. The format is the same except "VO" is replaced with "CU". The file numbers for CU and VO applications would need to increment independently of each other. Also, if a selection were made for CU and then changed to VO I would need the CU file number removed and then used for the next application, it can't skip numbers. The final challenge I'm having is that each New Year's the year indicater needs to change and the file numbers need to start back at 01 for both CU and VO.
