Help Master browser is stopping or an election is being forced

Help this week or network at school has been doing strange things / locking people out freezing up etc.
We have been getting a message in the event log as such.
The master browser has received a server announcement from the computer CATH_SERVER4 that believes that it is the master browser for the domain on transport NetBT_E10001. The master browesr is stopping or an election is being forced. this is happening regularly but on different computers. any idea ow to solve the problem??
 
This it is the result of using Netbios.

The computers are "fighting" over who should be in charge of netbios browser lists.

In order to stop this error from occuring, use Regedit and set the HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Browser\Parameters\MaintainServerList from Auto to FALSE

This will prevent the computers from attempting to become a Domain Master Browser and compete with Domain Controllers.

Another solution is to use WINS which is more efficient than netbios.
