HELP! How do I do this?

I want to add a transparancy using the rubber band so 2 clips are seen playing at the same time, however, when I use it, there doesn't seem to be any sort of transparency being made. I even went to add a special transparency by using the video options, but I still get no results. How can I add a transparency so these 2 clips will be seen playing at the same time?
 
Which tracks are these two clips on ? (they must not be on Track1A or Track 1b
 
Your answer is in WizyWyg's reply, but since you still haven't specified what tracks you are using, it's difficult to diagnose what the actual problem is.
 
logan, please open up your user's manual for Premiere and read how to to add tracks to your time line (you can have upto 99 tracks). place your clips on your new tracks, and the "rubberband" to change opacity will work. Tracks 1a and 1b are set to only use filter between the two tracks.
 
ok...I put my clips on Video Track 2 and 3. I pull up the rubberband, and I still get nothing. is there something else I haven't done?
