Help for setting up profile on win98?

I got 2 WS with win98 which need to logon NW3.12 and Win2k server. Now I want to set up profile for each user on WS, force them can not install anything without my permission.

You can restrict applications users can run in the registry, but it is not possible to restrict install. Maybe you have to change your OS...

Ok, sorry, I talked about the inbuilt Windows-possibilities, not extern programs. I didn't make that clear.. ;-)
