Help........External paging and voice mail failure

After resetting my M8X24DS system to default,I can no longer access my Mini voice mail, when I feat 983 I get an (inactive feature).
What do I need to do to get my voicemail back up ?

Also same system cannot get my external paging to function,
Have pair terminated on yellow/slate, is there programming as well for this paging ? I Can page all phone sets but not house speakers.. It worked fine on the old system (Comdial)
