Can't initially configure CA server, am I missing a step?

Ok 2k3 enterprise I install CA enterpise root. I check the cA mmc and it is running and looks fine.
So I go to an xp machine in the domain and log on as domain administrator. I open the certificae mmc and right click the personal folder
and request certificate. I get this error Request certificate wizard error. "-No trusted ca server can be found. or - you do not have permissions

I go back to ca mmc in 2k3 and see the user template has the request permission granted by default for domain security users group.
so I do not see why permissions is a problem.

I go to the 2k3 ca server network shares and into the certenroll share and double click the 2k3's certifiaces and it says "Unkown publisher" is this normal?
could this be the problem? why would it says unkown.

Web access will not workj either I get an object error.

I tried creating another template copy if the users and allowed auto enroll and configured it also in group policy, nothing.

Did I simply miss a step, or is it not working when it should.

Maybe my conceptual understand of the ca's use is wrong. The reason I am going to xp to request a cert is so it can have
the abibily to encypt messages and digitally sign, also to be able to use vpn l2tp, and also for vpn.
where am I going wrong. I spent 7 hours yesterday on google, and microsoft tech net but dont much help for this request cert wizard error.
can someone help?
