I am using a 406, all of our phones are soft and located at employees homes. We are having a lot of trouble with the the person on the other end not being able to hear very well (we sound as though wew are speaking very quietly) although we can hear them loud and clear.

We have used headsets with the 3.5 mm jack as well as USB with no real difference.

Help is appreciated.

In the VoIP tab of the IP extension change the gain from default.

Be careful doing this however, if you increase it too much, you're going to create a horrible echo in your end users ear.
