No, you need to use a headset with a "Partner Base", which is really a single-line non-dial telephone with a headset that plugs into the AUX jack on the Partner phone. Then you turn it on and dial from the keypad of the Partner phone.
Or, there is a left-handed (no offense!) way to do it, but it leaves the extension in an off hook state when you are using the headset but not active on a call. Assign a phantom line to the extension in question, use something like line 15 or so, something that doesn't really exsist on the system. Connect the headset normally, using the handset jack, and leave the handset out of the cradle to keep the hookswitch up. When you are NOT on a call, press the phantom line key. You will instead be off hook on the phantom line. Then press the line or intercom you want to use, and go back to the phantom when you're done. Put the handset back in the cradle when you're done using the headset.

The Plantronics T10 and T50 models work well when connected to the Partner phone's AUX jack. The T10 has a mute button and volume control, plus tone control. You can dial from the T10 base or the Partner phone, but if you dial from the T10 base, the digits showing up on the Partner phone display may be inaccurate.
Radio Shack has a model 43-2013 that is very basic; no dial, no ringer. Just converts a 2.5mm-plug headset (the inexpensive kind found for cell phones) into a T/R plug. Has a mute button, and on-off switch, plus a red LED indicating line status. These were very recently discontinued, but some are showing in stock in some of the stores. $7.99 - seems like a deal.
"Business Phones" at the office supply stores, such as the 2- or 4-line phones that "network" over standard wiring are now equipped with separate headset jacks and buttons, and use the 2.5mm jack. Avaya would be wise to add such to future Partner phones to be competitive.
