having a looped animation running on a single frame

Ok, so i know this must be easy but i just cant figure out how to do it. My movie stops on a frame and text is displayed and in the corner i want 3 lights to flash slowly in order 123 123 etc how do i get this animation to continue whilst their is a stop(); command on the main frame?

Create a movie clip with your 123 animation. Add a new layer to your movie. On your stopped frame, add a keyframe on this new animation layer (select the frame and press F6), and add another one on the next frame also.
Re-select the first keyframe, and from the Library, drag your animation clip and position it on stage. Test your movie.
When you get to your frame, the animation clip (which is only present on that frame) will show up continuously looping. As soon as you leave that frame, it will disappear.

Of course you can have a lot more control over this movie clip. But start by getting this basic stuff to work, and then move on to more sophistication.
