Hardware problems

I have an interesting issue. I believe it is a hardware fault.
The system is a p4 2.4, with a p4p800s motherboard.
Now the problem is that it is not running at its proper capacity. I have noticed it is registering 2 cpus when it is only a single cpu system.
The OS is Windows XP Professional (SP1a). Any suggestions at all?
 
Is you motherboard a duel processor board and the bios is wrong? Are your jumpers set right?

It is a single cpu board. It has hyper threading in the cpu so that may be the reason for showing two in the device manager.
The system just runs unbelievably slow and I cannot find any suitable reason for it doing so.
Any more thoughts?
 
If the board is using intel chipset . You might want to install the intel application accelerator.
First identify your chipset:
