HardDrive Problems?

Yeah I'm currently working on a HPPavilion 521n, and it came up boot disk error, insert disk and press enter, naturaly i knew this was a hard drive problem, so i figure a quick format would solve the problem, well turns out the hard drive wont format, so i just bought a new one, it formats, and when it restarts, it comes to a black screen saying:
CD-Rom:
No Emulation

I don't know what this is, i just started working on computers and would really like some help.

Oh, i'm tring to install windows XP Pro.
