I need to verify if a hard drive has a fault or not. Whats the best utlity to use (in your opinion). Please state if it is DOS or Windows bases,

The free one from the web site of the hard drive manufacturer.

It will essentially be DOS-based, but the download will create a bootable floppy.
 
Maxtor, Seagate, Hitachi, Westerndigital, Samsung all have their own FREE utility/drive fitness test software available to download.
Best stick to the specific one that matches your particular make.
