hard disk spins constantly

i'm running win2k server and have installed all the administrative tools even though i'm only using dns, dhcp, and routing services at the moment. i also run sql 2000 server, iis ( ftp, smtp with a downloaded mail server from the net)on the same machine...with a bunch of other applications like office, dreamweaver, flash etc....the problem is that my hard disk has started to spin constantly(doesn't stop)since the last 2 days... and if i try to shut the machine down, it gives me this message..."End Program - Socket Notification Sink"...after that my machine tries to end that program by itself but can't...and then it gives me those all too familiar options to "End Now" or "Cancel"...if i click on "End Now" the machine shuts down all right but only to start with the same HD spinning problem...and if i click on "cancel", it doesn't shut down...my pc has become very very slow due to this HD problem...and it's driving me nuts...I would really appreciate it if somebody could help me out and explain what a "Socket Notification Sink" is...
 
Have you recently installed a program or application? This error could be caused by an application trying to access the same thread as another (usually the case of bad programming). If this was happening and the program loads when Windows loads then it could cause your drive to never stop spinning since it is trying to process information over and over again but can't (which in turns eats memory and utilizes processor time). Go into task manager and click on the performance tab to see how much CPU usage is going on. If it is constantly at 40% or higher than I would say a program you have installed is causing the problem. You can try checking the services for a program that loads automatically and set it to manual. Mind you though, there are some Windows services that MUST start automatically at bootup.
 
thankyou for your advice...but i've already switched to win xp now although i'm having to use a thrid party free and buggy software for dns and dhcp...couldn't take the crawl of my machine any more...to answer your question...the cpu usage was always 100%!!! and i mean always...
