If the print dialog box is coming up prior to printing then the user can change the margin for the print job right there. However should you want a more permanent solution I guess you could hack the LBX...
Open the lbx as a table and change the value for the HPOS field. The value you enter is in 1000th of an inch.

Craig, your solution is the correct one and your numbers are fine except the value is 10,000th of an inch, not one thousandth of an inch.
