H323 trunk license

Have i got this correct about licensing for h323 trunk calls.

Inbound calls are not licensed.
Only outbound calls are licensed.

I was under the impression that a Voice Networking license was not required for inbound h323 calls.

New 9.0.5 system cannot receive inbound h323 calls.

H.323, SCN and QSIG all need a voice networking license.

Indeed, the licence unlocks/activates the feature, the licence comes with 4 channels but no channel licence is consumed for an inbound call only outbound, however the licence still needs to be there
