How are you handling the group of 4 sets? Primary Coverage button? Calling Group?
Make a mailbox that matches the number that the call is being transferred to, and it it is an adjunct that is covered to the phones, add it to the voicemail coverage group under extensions.
If it is a calling group, use overflow to send the call to the voicemail calling group on a time based delay.
