I have given the users access to favorites and they are
able to save them for a while but eventually they
disappear. Where am I missing the setting for the favorites to stay saved?
 
this involves their group policy so i would consider it roaming since it is the same for them on all machines
 
if it's roaming then it should follow them wherever they sit, as long as you've allowed them the proper directory/share permissions to write to their profiles on your server when they log out.

I'm confused here.
If the profile it's the same for them on all machines,
then you are using mandatory.

unless you meant:
the profiles are different between all the users, but they roam with the user throughout the machines.

what happens when users make changes on the desktop,
(let's say, create a new text document) and he/she
logs off and back on. Is the text document still there?
If not, then you are using mandatory not roaming.

ok. not a thing to do with roaming or mandatory. did not bothering even lookig into roaming or mandatory as am setting all this though group policies [whcih i did not mention]
I found the setting and am all set

in group policy expand
User Configuration
Windows Settings
Internet explorer maintenance
Urls
and go to properties of Favorites and links
clear the checkmark from delete exsting favorites and Links, if present
