Group Policy Loopback Help ~

Hi everyone- I Have a question about my processing of the GP Loopback order...

Here's what I have:
Citrix Environment (XP) \ Windows 2000 AD domain.
Citrix servers are in their own OU w/ GP Loopback set to MERGE.- WORKS GREAT! I don't want to change this to REPLACE- just flat-out can't.

I have another OU ('Testing OU') for users who will be logging into the Citrix Servers but I want them to have a completely different environment. HOW DO I PREVENT THE POLICIES FROM MY CITRIX SERVER OU FROM TAKING PRECEDENCE OVER THE ONES SET IN MY 'TESTING OU' ??

I have tried the Block Policy Inheritance option, tried the No Override Option,= nothing seems to be working!!

Any help is greatly appreciated!!!

Fixed it...
My problem was that I had the Citrix Server OU customized, rather than leaving it blank and customizing my User's OU(s).

SO basically, here's what I have now:
CITRIX_SERVERS OU- No policy here for IE HOME PAGE

REMOTE BRANCHES OU- Custom Home page URL for IE

REMOTE BRANCEHS_2 OU- Another Custom URL for IE

Now, when a user from either of the above two OUs logs in to a Citrix Server, they get their appropriate Home Page because there is no setting in the Citrix Server OU-
