Grabbing pixel info in memory

Ok, heres my project. I am using Windows ME for a video capture from my webcam.

I would like to be able to put the webcam information in memory, then be able to grab individual pixel information...does anyone have an idea on how to do this?

I'm using it to develop a rudimentary driving system for long, straight trips. I'm going to try to develop some algorythms to detect how far a lisence plate is from the vehicle (car in front), lines on either side of the vehicle, and possibly road signs. I plan on mounting this thing on a specific spot on my jeep, perminantly and spending a couple days on it getting it to simulate how I should steer. and perhaps give me visual information on speed limits etc. Its gonna take 'bout a year to do, but I'm gonna finish it. Not to throw water on your parade ( I'm mixing my metaphors again.... ) but something like this really requires sensors other than just a camera. You would need things like a microwave transmitter to give you the distance to the vehicle in front, etc.

One bug splatter on your camera lens would throw the whole system for a loop ( no pun intended ), and could cause your jeep ( not too stable a vehicle in the first place ) to react in the *wrong* way. There's easier ways to kill yourself....
