GPO settings

I need some information. I have a DC 2003 server that acts as a logon/files/printer server and a stand alone server (2003) that acts as a TS.How can create a GPO in a stand alone server? I do not want the remote users to see drives and all the resources on this server but I want the local users to have all the resorces available on the DC since all of them are Managers and VP's. I want the TS to be a stand alone and not a 2nd DC.The stand alone does not have Active Directiry so how can I do all these wonderful things with compromising the Administrator's rights?

We need to clear something up. When you say Stand Alone Server, do you mean Member Server (part of the domain but not a DC)?

Create an OU for your Terminal Server.
Place the TS server object in that OU.
Create a new GPO at that OU Level and lock it down as you see fit.

markdmac is correct. If the server is a member server, the above will work. If it is not, then there could be some issues with the recommendation. I am hoping for mark's scenario.
