Quick question: do you put all of your GPOs in the same location in AD & just link them as needed or do you place them under the OU that they pertain to & link to other OUs if needed?
 
You can either create the gpo's on an ad hoc basis under your OU's or you can create many and link as necessary.

they are always in one location anyway...

after its the links to different OUs that changes how/where they apply.

they're in sysvol
which is why they are replcated to all DCs

On this subject.. I created a GPO under a test OU I created called "desktops". All of my regular users are just in the regular root of the AD. I then added a group under the "desktops" OU and added users from the regular AD. The policy would not run until I linked the the GPO to the top of the domain tree. Doesn't this defeat the purpose of creating a GPO under an OU? Would it only work correctly if I created new users in that particular OU? TIA

users need to be in the OU for user config to affect them.

this is one of the 3 conceptual reasons for OUs.
