Is there such a thing as a Global Template for Excel as there is for Word (normal.dot)?

Global Template for Excel97?

No, not really.
You can set up a default workbook which should be saved as a Template to your XLStart folder and named Book.xlt. All new workbooks you open will default to that format.
If you wish to have macros available to all open workbooks, store them in a file called Personal.xls also in your XLStart folder.
