giving restricted users permissions to change time/date

we are in a stand alone workgroup. most users login with the same account, which only has user rights applied to it. i have looked everywhere in the MMC, but can't figure out how to give the restricted profile permission to change the clock settings. is there a way to do this?
 


Go to Control Panel > Administrative Tools -> Local Security Policy.

Expand the Local Policies Branch, and then User rights Assignment. Look for "Change System Time". Add the Group or the User there to grant it rights to modify the clock.

Make sure you are doing this from an Administrator Account.
