getting up and running with ActiveState perl

Well I did a lot of perl last summer or two summers ago, but it's been a little while since then. I used to write scripts, upload them to the server, and have nothing more than a 500 Internal Server Error to tell me there was a problem somewhere in there (usually a missing closing bracket or an unmatched apostrophe). I downloaded ActiveState (I have a Win98 machine), but never really figured out how I could use it. Now I just went out and bought the Camel book last night to get back into things, and I want to figure out how to start programming in Perl again on my machine. How do I set up Perl (and ActiveSate) so I can run scripts from my computer? How can I (at least) pinpoint what line an error is coming from so I can debug much more easily? Is there an editor I could get that would highlight keywords, check my script and point out errors, etc.?
