Getting static when going into Voicemail

Can it be that it is a bad TN or something that is causing the static. Or maybe wiring gone bad?

Yes, it could be both!

First test Voice Mail TN by attaching a phone directly to the MDF punch down for the VM TN.

If still noisy, change the TN. If noise clears, you have a wiring problem.
