Getting a 404 trying to execute an ISAPI Extension

Running on a W2000 Workstation, I'm getting a Page Not Found in my IE browser trying to access an ISAPI extension. I know the dll is there, because if I remove Execution permission from the Virtual Directory, IE tries to down load the dll.

There is no entry in the IIS log for the attempts that fail. It's not recorded at all!

This all works fine on W2000 Server. It would be easier for me to debug this puppy if I could it to run on the Workstation.

Here's the IIS Version information from the Log file, if that helps:

I didn't know it was possible to design an extension to only run on a server. (I didn't write this thing, I'm just trying to get it to work.) How do you do that?
 
I would guess the same as any other code that may require a particular OS and look for the OS Signature on initialising.

Never written an extension so couldn't be 100% sure.
