Get Explorer to Work Upon Startup 1

When I right-click My Computer and select Explore, I get the desired Windows Explorer 2-pane window with the directory tree on the left and the current folder contents on the right.

When I put a shortcut to "

explorer.exe
" in my Startup, I get some XP-ized form of Windows Explorer that does NOT have the folders on the left and the files on the right. It has that silly help crap on the left, not the directory tree.

How do I get the shortcut to produce the same results as rt-clk-Explore ?

Also, the expected behavior of Windows remembering your open Explorer windows doesn't work either.
 
There are 2 explorers in the windows folder
explorer.exe and explorer.scf, put explorer.scf on dektop
