General: .NET CF and C# Standard?

I have written a small program for Windows CE and Pocket PC devices, using embedded Visual Tools. I want to upgrade this app to .NET CF. What I want to know is: Can you purchase C# .NET Standard and then add in the compact framework, or is the ONLY way to develop with the compact framework by purchasing the full Visual Studio Professional or Enterprise? For what I am doing, I really don't care about Visual Basic .NET or ASP .NET or J# .NET or BobsCustomLanguageThatNobodyKnows .NET... I'm just looking at the cost difference and it seems to me that if I am only going to use one language, it doesn't make sense to buy all of them.

Any input will be appreciated...

take a look at WebMatrix and I am sure you will like the price considering it's free... I haven't personally used it but others' reviews have been very positive
