Try upgrading the device drivers for this device.
Solution button: Update Driver
To resolve this error code, make sure the device is connected to the computer correctly. For example, make sure all cables are plugged in fully and that all adapter cards are properly seated. Follow the suggested solution button and update the device driver. It may be possible to remove the device and redetect it using the Add New Hardware wizard.

If as you say, you have all NEW drivers, then I would suggest this:
UPDATE THE VIA CHIPSET DRIVERS. The 4in1 drivers.
( You should get the latest drivers from
version 4.38.)

There are new drivers out now, just released last Thursday.
You should totally remove the old drivers first before you run the new drivers from

Use the Control panel to remove the current drivers, and reboot.
Then install the new drivers.
See what happens.
If you want to have 2 more Free IRQ'S you could use the BIOS to turn off, to disable, both of the COMM ports. That might make a difference, but I doubt it.

It maybe that your OLD mainboard will just not work that that new AGP 4X video card.
I have seen many posts from guys having video card problems, who have older mainboards and new Video cards that are AGP 4X. I think that the OLD Mainboards that are just rated AGP 1X and some that are rated AGP 2X are not suitable for a video card that is AGP 4X.
Post back. Maybe somebody has a solution, instead of just some suggestions.
