afaik you can't do that because these switches don't have any power-independent internal clock so powering it down will reset the time. besides, it's not a big problem to set up a time server in your network. almost any cisco router can do that, s8300/s8500/s8700 can act as a time server and more of that, there are plenty of freeware time servers for any operating system available in the world, including windows.
