FVS318 VPN bad network?

I have a FVS318 and am attempting to VPN connect from a winXP machine behind a Dlink DI-614+. I have tried two ways via SSH Sentinel and via just xp's ipsec policys. I can't get it to work and I don't even get to the FVS318. When I ping the FVS318's internet IP it responds with a 166.102.233.x my Internet ip on the FVS318 is 162.39.22.x so i am quite confused. Could this be something within the Alltel (my dsl provider) network? I have cleared all my policys and even pinged from other sources and get same thing.

Right now we use pcAnywhere just fine to connect to a computer behind the FVS318 as well I can use the routers remote management on 8080. Any help is very thanked :)
