FTP troubles

I have this simplistic view of FTP in DOS and how it should work, but I think its wrong. My friend and I both have computers with IP addresses and all I want to do is go to the DOS prompt and type ftp and then open and my friends IP address. Then I want to be able to look at his hard drive and get the files I want and then close the connection. Do I need to connect to a server or something in order to relay our connections or is his computer automatically listening on port 21 (or whatever port) and a little message should come up asking if he wants to accept the connection? Any help is appreciated.

You will need to setup an FTP server on the machine you want to connect to. FTP in the command window is just a simple FTP client that comes with windows and nothing more.
