After modification of the configuration file, how can i restart the service(re-read the configuration file), so the new configuration will take effect.

Not too sure what you mean, what about in Control Panel->Services, stop and start it in there...
Or in exchange, go to the protocols and see FTP, you can stop and start in there aswell... Jay~
