FTP Server problem

I have created a root directory on my Apache server with user write and read permissions and public read permission.
When I FTP to this directory all files are created WITHOUT public read permissions. What do I have to change and where in order that files are created with public read permissions automatically?? When I FTP I log in with the same user that the Apache directory was created with.
 
You might want to check with whoever makes your FTP server software; this is not related to Apache.
 
I am using CuteFTP. I have used it in the passed to FTP files to websites hosted by various ISP's and have not experienced this problem before. I have also used Dreamweaver's built in FTP software to transfer my files and again they are arriving without public read permissions which seems to suggest the the problem lies with permissions on my document root directory.
