FTP Problems

Hi

I have set up an ftp sevver using iis. Most people don't have a problem accessing it but about 10% of people are having problems. I know its not a problem with there password as I have tried logging in with them and it works fine from my pc and the ftp server is out side of our lan being hosted some where else. I have read some where about active and passive mode could this be a problem or can you think of something else as to why some clients cant access it?
 
If it's going through a firewall, you'll normally need to enable passive ftp, if you're using ie, it's in tools -> options -> advanced (I think!)
