Hi
How to enable ftp service?...how to enable public ip..is there any difference between enabling private ip and public ip.Ur answer is appreciated

Are you running multiple interfaces to a private and public network?
You should also see the ftp service under /etc/inetd.conf and /etc/services. If it is not commented out it should be running under inetd.
With different software you can restrice who is allowed to contact that service. ie ipf (IP Forward).
