It all depends on what you know. Are you familiar with other MS office products? Then FP would be easier. I usually use FP in most of my work - especially for publishing. Creating online forms is a lot easier - but sometimes the extensions become corrupted & they need to be re-installed. I do have a few sites that are built in .NET so I use DW. If you are using tables - I would say FP. Sometimes FP adds a a lot of extra coding.
I personally like DreamWeaver better than Front Page. I use Dreamweaver for classes, and I have to use Front Page at work (to build an Intranet) I hate Front Page. Haha
