Fresh XP Pro Install...Hal.dll file error!!!!

I am installing XP PRO on a system and continuously receive a System error...AFTER XP Formats the drive. I have formated NTFS and FAT 32 both quick and regular and the error continues? It is asking for me to load this file into the windows/ system/ folder...but I cannot get the computer to boot up after the error to fix this problem. My installation disc definitely has the needed file on it and I have done enough installs that I know it does work. Any ideas on how to remedy this? Would FDISK be a better way to perform a format than XP's? I will wait to try this until I hear more from you guys!!!!
