I just implemented FRTS with CBWFQ into a section of my network, when I set my

Map-class frame-relay XYZ
frame-relay traffic rate 64000 128000
frame-relay adaptive-shaping becn
frame-relay mincir 64000

note it is for a 126Kb Port / 64 Kb CIR

problem I am having is my clients are being held to 64Kb.
when I set the traffic rate parameters (average/peak) the
64000 = CIR (Average) 128000 (Peak).

any ideas thanks...

Make sure the bandwidth setting on the interface or sub-int is set to 128000. Take a look at "show frame pvc [dlci]" to get specific info on that pvc -- to see if it's getting lots of becn's which is causing it to throttle to the cir.
