FP Extensions: Verify installed and set to "True"?

Kind of out of my depth...
How can I verify that the Frontpage Server Extensions are installed and set to "True" on my (localhost) server?
Using...
Windows2000
Frontpage2000
Personal Webserver IIS
Somewhere I saw that the default value for the extensions was "false". How can I set it to "true"?
I'm trying to learn how to install access a database (Access2000) on a server with fp extensions.
Any help very much appreciated.
