I have a customer with a Norstar 824 30MVL07 DR5 software.
When I attempt to set up Routing Services Feature it says disabled in Admin.
I am trying to be able to route a call out to a cell phone.
Any suggestions.

You can't forward a call with DR5 8X24 system it has no routing too. You need to use line redirect feature 84.

This is when a call comes to phone it redirects it out on a line or pool.

Carefull.. redire4ct will forward all POTS lines programmed to ring on the set. In effect forwaring the entire system off site. If you ask me redirect is a crappy feature and not designed well.

The only vialble option is forwarding via voicemail CCR on the old 824's.

You right it is for lines that would ring on the set not the extension. But if that set had a private line then it would work.

Thanks allworxguy how do I transfer a call to the ccr tree.

you can do an exteral transfer to a line on the system that is set to be answered by auto attd.
press transfer pick a line from the pool
dial the number the tree will answer with
this only works on incoming calls

Im pretty sure that would be the only way

Set up an external transfer node in a CCR
"Hello thanks for calling ABC company press 1"

You can use a # in the dial string to flash the line and use CO transfer. Other wise the voice mail will create a conference using the incoming and outgoing lines.
