Forwarding calls to external trunk

I currently have some numbers coming into my main location (option 81C) that I need to DCFW to another site over a tie line. The calls are coming in on 3 toll-free numbers. The carrier is passing DNIS digits that match my programming in the 81C. However, the extensions built in the 81C won't forward over the tie line. Instead, they are trying to roll to voicemail. It seems like there must be something in the customer data block, route data block, or configuration record that is blocking trunk to trunk forwarding, but I cannot find it. We are using internal extensions for the forwarding, so BARS should not be a factor. Anyone have any ideas?
 
YOu have to look at how the set is built that you are forwarding, If it is programmed to hunt to voicemail (like it sounds) you have to change that. you also have to have CFXA built in the CLS.

The simple way would be to make it an ACD with Maxp 1, DCFW to where you want it to go.

Don't fwd with sets fwd with ld 49, send to an ACD maxp 1 NCFW to the destination you want, or fwd thru Symposium if you have it. Lots of ways to go.
 
A couple of things to look at in the CDB.
Net Data - TRNX-YES
EXTT-YES

RDR Data - CFF (not CFO)
FTR Data - CFF

Thank you all. I realized that I'm trying to do it the hard way. I did check all the things suggested, and the dummy ACD queue still doesn't work. Instead, I'll use distant steering codes to steer the calls to the remote site and DCFW them from there (on switch). I got caught up in trying to do some fancy programming, when a simple solution should work just fine. Still working on it, but I think this should be easier. Thank you everyone!
