Forward to cell or no Physical phone 1

I need the basic frame work for fowarding a DID to a number off net. And how to set up a DID that should just go to voice mail when there will not be a physical phone.

Put the off net telephone number as the destination on the incoming DID entry of the Incoming Call Route

Create a user with voicemail enabled, and make that the destination for the incoming DID entry of the ICR
