Yes, you can do this, but it's probably not the optimal thing to do. Better would be a forwarding service on the mail server. Many ISP's have a control panel application that allows you to do this when you go on vacation, etc.
The next best choice (in my opinion) is to set both mail clients to 'leave the messages on the server' for some number of days. Then set up both mail accounts on both computers. Then all you need to do is check mail on both machines within the 'number of days' to have all mail on both machines.
If you must use the rules idea, be very careful how you implement this - you could create a lot of uneccessary traffic. Be sure to use the 'exception' feature of the rules, otherwise you'll be forwarding from one account to the other in an infinate loop.

Thanks for the suggestions. Am trying to help a senior friend out that has even less computer experience then me!
What we have is:
EmailboxA@Doman1.com
EmailboxB@Domain1.com
and
EmailC@Domain2.com
All three emails are on different computers.
The person that maintained the mailboxes for A & B has left the firm and not informed them on the passwords - so we cannot set the accounts on a common computer.
So, I was thinking as a stop-gap measure if we could set up a rule with A&B that they forward everything to C.
When I go into the rules section, I do not see any rule that says something like auto-forward all mail....
Any help would be appreciated!

Surely, those accounts were set-up somewhere, an IT guy, an ISp ,...
Get them to reset the passwords and then add them to the one PC.
Besides, if those 2 people left the company, their e-mail should not be in use anymore anyway.

I agree with marcs41...you really need to fix the root problem.
But, to use mail rules the way you're trying to...just create the rule without any selection criteria. The method & wording varies slightly between OE and different versions of Outlook. But in general your rule should read something like:
Check messages when they arrive
[red]Nothing here - aka no selection criteria[/red]
Forward to your other account
Except if from my other account
