Forward a copy when a user send/receive

On receive only, it's very simple, you can set it in Delivery Options in Exchange under that user's profile.
On send, it is a little difficult. You have to configure Exchange to route all mail to an external smtp server acting as a gateway, install a third party program, such as GFI MailEssential, and have this program forward all outgoing mail which has "usertobeforwarded@yourdomain.com" to administrator@yourdomain.com.
