Formatting CD/DVD

In my Delphi 7 program, I'm needing to format DVD's and CD's. Right now, I'm using calls to Roxio, and I know I can do it with Nero, but I'm trying to get away from being dependent on an outside program being installed. Does anyone know how to format a DVD and CD without these programs being installed on my computer? Are there any 3rd party components that I can download/buy?
