Folder settings not saving

Whenever I open a folder, it opens full screen. I resize it the way I want and it ignors the resizing. I have tried resetting it and go to 'File View' and Applied to all folders and also holding the CTRL key while closing the folder. I have also tried using F5. I do have the 'remember each folder's view settings' checked and it still opens full screen. I use to open any folder to size and have icons and still have my 'recycle bin' be full size and set to detail listing at the same time. Now they all go full size. The listing settings (icon, detail...) will save though.

At work I'm running Win2k and all I have to do is resize the folder and hit F5 and it will save. It's like the F5 is not working for me with XP.
