floppy works in dos and safemode but not in windows

have search a lot of places and can not find an answer
I have tried and tried to post a question but I can't find out where so I'll try this. I have windows 98, Intell motherboard mu440ex, 1gig hdd, 64mg memory, cd-rom 3.5 floppy.

Here is my problem-- regular boot floppy drive shows up in device manager, but can not be access in any way. I can exit to dos and it works fine, type exit in dos and windows starts up and it works fine, start up in safemode works fine, bring up menu and ask for prompt only it works fine type win and windows loads up and it works fine. It just don't work with a regular boot.

Heres what I Have tried several times in different order. 3 different cables, 3 different floppy drives, Deleted floppy drive, floppy controller in device manager several times formated hdd tried installing windows 95 and back to windows 98 (didn't work in windows 95 either) went into regedit, made sure everthing was set in BIOSI have run msconfig, ran scanreg/fix, ran norton virus, Opened regedit HKEY_LOCAL_MACHINE/ENUM deleted all things listed under floppy, I have look at boot log and found nothing, I tried to get it to work before loading anything but windows to elemate, on borad sound and onboard video, Upgraded bios.
